Organisation details

The European Climate, Environment and Infrastructure Executive Agency (CINEA) has been established by the European Commission to support the European Commission to boost green growth and clean industry in Europe through high-quality programme management that supports European beneficiaries to achieve ground-breaking results for a cleaner and more

sustainable future. CINEA manages EU funding for projects in the areas of transport, energy, climate action, environment, maritime, fisheries and aquaculture.

The main programmes managed are:

* The Connecting Europe Facility (CEF); * Horizon Europe: the EU's Research and Innovation programme for which CINEA manages the areas of transport and energy; * The Innovation Fund; * LIFE Programme; * European Maritime, Aquaculture and Fisheries Fund; * The EU Renewable Energy Mechanism; * The Public Sector Loan Facility of the Just Transition Mechanism.

The budget managed by CINEA in 2021-2027 period is ca. € 65 billion

CINEA is based in Brussels with a multinational team of 600 persons. The number of staff is expected to grow further over the coming years and the purpose of this publication is therefore to set up a reserve list, which will be used to cover the growing needs of the Agency. The reserve list may also be used by other Executive Agencies.

Mission description

A number of funding programmes entrusted to the Agency require to consider the financial and socio-economic aspects of project proposals in order to determine which proposals have the best potential to contribute to the objectives set out for each of the programmes. The Financial Engineering (FE) team of CINEA is a quickly growing team, situated within the Unit responsible for Financial Engineering, Business Intelligence and IT.

The FE team contributes with its expertise in the field of financial engineering at different stages to the implementation of the Agency's programmes. The FE team is consulted already at the stage of the definition of programmes on various design options and helps shaping these programmes based upon its expertise.

As member of the FE team, the Financial Engineering Adviser shall contribute to the implementation of activities related to financial engineering within the Agency together with the relevant DGs of the European Commission, primarily with regards to the Innovation Fund and/or Green Assist. The job holders will, in support of and in close coordination with the Senior Financial Engineering Managers, work closely with a wider team of colleagues from the Agency and the European Commission.

The Financial Engineering Advisers contribute to all phases of the project cycle, including project evaluation, contracting, implementation and monitoring.

Appointment and conditions of employment

The jobholder will be recruited as contract staff, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).

The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16). Beside the basic salary the jobholder might receive special allowances (e.g. child allowance, school allowance, expatriate allowance).

The initial contract will be for a duration of 1 year. Afterwards, the contract may be renewed for 1 additional year. If the contract is renewed again, it shall be concluded for an indefinite period.

The place of employment will be Brussels where the Agency has its activities.

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,911 per month, or about €46,926 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
