# “Office for Infrastructure and Logisti cs " in Luxembourg

Information Technology

The Office for Infrastructure and Logistics in Luxembourg (OIL) is an administrative office employing

approximately 430 staff members.

Our main mission is to provide all European Commission staff in Luxembourg with a safe and

comfortable working environment and to ensure the implementation of social and logistical

infrastructure services.

Our services are delivered in accordance with a quality -oriented approach and are also provided to

other European institutions and bodies located in Luxembourg.

Unit OIL.02 consists of 46 staff members divided into two sectors. It is responsible for the

management of the Mail Service, Document Management, IT, Communication Activities, and the

implementation of the Occupational Health and Safety Policy at the Luxembourg site.

OIL.02 is looking for a highly motivated, dynamic, and detail -oriented team member to contribute to

the efficient operation and continuous development of OIL’s IT systems as part of the Office’s digital

transformation projects.

The successful candidate will be responsible for, among other things:

- Developing, implementing, and maintaining OIL’s IT solutions and ensuring their operational

effectiveness;

- Participate in pilots/proof of concepts in the realm of BIM and DigitalTwins ;

- Providing L2/L3 assistance and support to business teams as well as end users of OIL’s IT

solutions;

- Contributing to the Office’s digital transformation initiatives, particularly in connection with

the digitalisation of the JMO2 building. 4

This position is part of the “IT Solutions Delivery” team within Unit OIL.02 and requires close

collaboration with the relevant Head of Sector, team members, OIL services, IT solution providers,

users, and both internal and external stakeholders.

The selected candidate will join a motivated and committed team, working in a positive and

collaborative environment.

OIL.02 is seeking a discreet, autonomous, and proactive colleague with at least five years of relevant

professional experience related to the nature of the position.

The ideal candidate should demonstrate:

- Sound knowledge of IT quality standards, IT service delivery standards, information security,

and IT governance best practices;

- Strong analytical and problem -solving skills, with the ability to prioritize tasks and adhere to

established procedures and processes;

- A good understanding of web technologies and software architecture (including cloud) , as

well as the ability to contribute to digital transformation projects;

- Experience in BIM, DigitalTwins is a st rong asset ;

- Experience in solution and systems architecture and design ;

- Experience in Single -Sign on solutions and protocols ;

- Experience in integration of systems via APIs (REST) ;

- Experience in the implementation and lifecycle management of digital solutions and

services, applying ITIL methodology;

- Knowledge of user -centred design principles;

- Experience in user assistance and support services;

- Experience with cloud technologies and related processes;

- Experience in Agile project management.

Salary at this grade

Basic monthly salary at AST1 runs from €3,754 (step 1) to €4,248 (top step), giving an annual range of roughly €45,048 to €50,976 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €601 per month at step 1 of AST1) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of AST1, gross monthly basic salary on the Assistants grid is €3,754. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €601 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €157) and the EU pension contribution (~10.3%, €449). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €450 per month here.
Luxembourg carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,300 per month, or about €39,597 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families.
