WE AR

The Unit is responsible for delivering and operating core digital services that enable secure and

efficient exchange of information across the European Commission and beyond. Its mission is to

support trusted digital interactions by providing reliable, scalable and secure solutions for

authentication, authorisation, electronic signature and secure document exchange.

The Unit develops and operates key services such as EU Login, EU Access, EU Sign and EU Send,

supporting EU institutions, bodies and agencies (EUIBAs), as well as public and private sector

stakeholders. These services underpin a wide range of digital public services requiring high levels of

security, interoperability and availability.

By ensuring high standards of cybersecurity, data protection and compliance, the Unit contributes

to strengthening trust in the Commission’s digital ecosystem and supports the evolution of

European digital public infrastructure.

WE PROPOSE

We propose a position of IT Service Officer responsible for the governance and evolution of the

Commission’s identity provisioning services, supporting the user lifecycle and access provisioning

across corporate systems.

The jobholder will act as service owner for key provisioning solutions (e.g. CUD, MOSAIC, EUDS),

ensuring their reliability, performance and alignment with DIGIT’s strategy and the Commission’s

digital identity landscape. The role combines service ownership, project coordination and

stakeholder management, with a strong focus on delivering secure, scalable and efficient

provisioning services.

The jobholder will define and steer the service roadmap, coordinate the delivery of projects and

improvements, and ensure the quality and consistency of the services. The position involves close

collaboration with project teams, architects, operations and security experts, as well as with a wide 4

range of stakeholders relying on these services.

In addition, the role contributes to the delivery of Digital Identity initiatives in close cooperation

with the programme manager and leads the coordination of project management practices across

the sector (PMO), promoting harmonisation, efficiency and coherence in project delivery.

The offered post is located in Luxembourg.

WE LOOK FOR

We are looking for a motivated colleague with a strong interest in digital identity and identity

provisioning services, capable of operating at the intersection of business needs, technology and

service delivery.

The ideal candidate has:

- Experience in IT service management, service ownership or coordination of complex IT

systems;

- Good understanding of Identity and Access Management concepts, in particular user

lifecycle and access provisioning;

- Experience in project coordination and delivery in a multi -stakeholder environment;

- Ability to translate stakeholder needs into service requirements and priorities;

- Experience in project management methodologies and governance (PMO -related activities);

- Strong analytical, organisational and problem -solving skills;

- Excellent communication skills and ability to engage with diverse stakeholders;

- Ability to work autonomously while contributing to a collaborative team environment.

The working language of the Unit is predominantly English, and a very good knowledge of English is

required for the position.

The following would be considered an advantage:

- Experience with identity provisioning or Identity and Access Management systems (e.g. user

lifecycle and access provisioning solutions);

- Knowledge of European digital identity initiatives (eIDAS, European Digital Identity Wallet,

etc.);

- Familiarity with cybersecurity principles and identity governance concepts. 5

Qualifications:

In order to be recruited for this position, you must have at least a level of education which

corresponds to completed university studies of at least 3 years attested by a diploma.

Only qualifications issued or recognised as equivalent by EU Member State authorities (e.g. by the

Ministry of Education) will be accepted. Furthermore, before recruitment, you will be required to

provide the documents that corroborate the eligibility criteria (diplomas, certificates and other

supporting documents).

Languages:

have a thorough knowledge (minimum level C1) of one of the 24 official languages of the

• AND a satisfactory knowledge (minimum level B2) of a second official language of the EU,

to the extent necessary for the performance of the duties.

Salary at this grade

Basic monthly salary at AD5 runs from €6,153 (step 1) to €6,961 (top step), giving an annual range of roughly €73,836 to €83,532 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €984 per month at step 1 of AD5) together with household, dependent-child, and education allowances where applicable.
