The Service reports directly to the HR/VP. The Service works in close cooperation with the other Commission services, as well as with the EEAS, both in headquarters and in delegations.

As Secretariat to the Administrator, the Unit (FPI.7) is responsible for managing and implementing actions under the, off EU budget, European Peace Facility. The Unit works in close cooperation with the European External Action Service.

The European Peace Facility will fund actions with military and defence implications.

Activities include:

• financing of peace support operations led by regional or international organisations or third states;

• capacity building and provision of equipment to regional or international organisations or third states for military and defence purposes;

The position will consist of supporting the management of projects in the area of defence and military assistance to EU partners worldwide by carrying out procurement activities, especially in the field of supplies, in close coordination with the operations teams of the Unit and the EPF Budget & Finance Unit (FPI.8).

We look for an experienced, dynamic, reliable, well-organised Project Manager with a good team spirit and excellent planning and coordination skills.

The successful candidate should be pro-active, flexible and able to organise the work independently with a strong sense of autonomy. Candidates should be able to adjust to multiple tasks even under tight deadlines.

A positive attitude, excellent writing and communication skills, excellent inter-personal skills and a good judgement are also essential as well as a good knowledge of EU financial and contractual procedures.

The candidate should have at least 3 years’ experience in EU procurement. An excellent knowledge of English is essential, and a good knowledge of French is an asset. Thematic knowledge of the portfolio of foreign affairs and Common Foreign and Security Policy / Common Security and Defence Policy is a strong asset.

The candidate/job holder must either be a holder of a valid security clearance up to the level of "SECRET UE/EU SECRET" or be willing to undergo the national security vetting procedure (in order to be allowed to perform their job). Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
Brussels carries a correction coefficient of 100.0% (Article 64 of the Staff Regulations), so the net is multiplied by 1.00 to reflect the local cost of living. On those assumptions take-home pay is approximately €3,911 per month, or about €46,926 per year, before household and dependent-child allowances, which can add several hundred euros monthly for staff with families. Career progression for FGIV staff is governed by Articles 44 to 46 of the Staff Regulations (consolidated text on EUR-Lex) and Annex IB on the promotion procedure. Step increases are automatic every two years (Art. 44); grade promotion is competitive, based on the appraisal exercise (Art. 45) and the Career Development Review.
