**Organisational setting:**

The C1 ICT Department has the responsibility for devising, delivering and operating critical technology capabilities and solutions supporting the core mission and support processes of Europol. Over 150 internal staff members and a significant number of domain-specific consultants are responsible for devising, developing, delivering and operating information management and communication technology capabilities that ensure enhanced criminal information analysis and exchange among Europol, Member States and third parties.

The ICT Operations Unit is responsible for the operations and management of the Europol ICT Infrastructure. This includes Workplace services, Service Management, Network services, Platform Services, Application Services, Infrastructure Services and ICT Security.

**Purpose of the post**:

The holder of the position will be part of the ICT Operation Unit, Application Services Team within the ICT Department. In his/her functional role, (s)he is in charge of deployment, maintenance and support of ICT Applications.

**Reporting lines:**

The post holder will report to the Head of Team – Application Services.

**Job environment:**

This position might require participation in a shift system including weekends and nights as well as on-call duty.

**2. Functions and duties**

The incumbent carries out the following main functions and duties:

* Be responsible for the availability, security and technical evolution of the assigned applications to ensure proper delivery of the services to the end users; * Perform the management activities on the deployed applications such as monitoring, maintenance, configuration management, incident and problem resolution; * Plan and execute the installation of new applications in test, staging and production environments; * Maintain and administer application systems for production and non-production environments; * Design, implement and maintain operational procedures, propose and implement new tools and working practices for the continuous improvement of the efficiency and quality of service; * Plan and perform change management and release management duties for databases and applications; * Execute remediation actions on incidents at the infrastructure level in accordance with existing procedures, updating them with relevant information to increase support efficiency; * Contribute to the structuring, maintenance and development of the technical knowledgebase supporting the ICT Infrastructure Operations activities; * Develop administrative procedures for recurring system administration activities and provide installation, technical support and maintenance documentation where required; * Be part of an On-Call duty roster in order to deliver 24/7 support on high and critical incidents to the Europol user community; * Any other duties in the area of competence as assigned by the line-management.

**3. Requirements - Eligibility criteria**

**a. Candidates must**

* Be a national of one of the Member States of the European Union and enjoy full rights as a citizen; * Have fulfilled any obligations imposed by the applicable laws on military service; * Produce appropriate character references as to his or her suitability for the performance of the duties; * Be physically fit to perform the duties pertaining to the position (prior to appointment the successful candidate will be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that the candidate fulfils the requirements of Article 12(2)(d) of the Conditions of Employment of Other Servants of the European Union (CEOS); * Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.

* Experience working with application deployments and related administration and support in medium/large enterprise environments providing 24/7 availability systems; * Experience with administration and support of recent operating system versions of Microsoft Windows Servers and/or Red-Hat Linux on enterprise environments; * Experience with DevOps and automated deployment and configuration scripting (e.g. PowerShell, Python); * Experience with Incident, Change and Release management processes including monitoring, backup/restore, disaster recovery and continuous service improvements in regards to 24/7 availability of applications to local and remote end-users. * Experience with micro-services, container orchestration and container-based stacks like Docker & Kubernetes; * Experience with public or hybrid cloud services such as AZURE or AWS.

Salary at this grade

Basic monthly salary at FGIV runs from €4,449 (step 1) to €5,034 (top step), giving an annual range of roughly €53,388 to €60,408 before tax and allowances. Steps increase automatically every two years; the figures here are taken from the salary grid in the EU Staff Regulations.

Eligible staff posted away from their country of nationality also receive an expatriation allowance worth 16% of basic salary (around €712 per month at step 1 of FGIV) together with household, dependent-child, and education allowances where applicable. Net pay at this grade

At step 1 of FGIV, gross monthly basic salary on the Contract Agents grid is €4,449. Eligible expatriate staff add a 16% expatriation allowance on top (roughly €712 per month) before two automatic deductions reduce the taxable base: the joint sickness insurance scheme (JSIS, ~3.6%, €186) and the EU pension contribution (~10.3%, €532). EU community tax (Council Reg. 260/68) is then applied progressively; for the AD7-equivalent band the effective rate sits in the 11 to 13% range, which works out to about €533 per month here.
