Dublin is the seat of the European Commission Representation in Ireland at European Union House (Dawson Street) and the European Parliament Liaison Office in the same building, plus Eurofound (the European Foundation for the Improvement of Living and Working Conditions) at Wyattville Park, Loughlinstown, on the city's southern coastal edge. Eurofound is the only EU agency with a substantial statutory headcount in Ireland, around 100 staff working on European living and working conditions research, industrial relations monitoring and the European Working Conditions Survey. Ireland's 2025 correction coefficient is 115.1, one of the higher coefficients in the EU and reflecting Dublin's housing and services price level. The Brexit-era and pre-Brexit boom in Ireland's EU-related professional cluster also means a substantial population of Irish nationals working for EU institutions across Brussels and Luxembourg, with frequent rotations back to Dublin.
Eurofound, established in 1975 under Council Regulation (EEC) No 1365/75 and reformed by Regulation (EU) 2019/127, is the EU's tripartite agency for research on living and working conditions, industrial relations and structural change. Its 100-strong statutory staff at Wyattville Park, Loughlinstown, run flagship instruments including the European Working Conditions Telephone Survey, the European Quality of Life Survey, the European Restructuring Monitor and the European Company Survey. Tripartite governance (involving employer organisations, trade unions and member-state governments) shapes recruitment timing and senior calls. The European Commission Representation in Ireland at European Union House (Dawson Street) runs press, public affairs and political reporting on Irish federal politics, plus a substantial citizen-information function. It recruits Local Agents (Irish-contract staff) and seconded officials on multi-year rotations from Brussels. The European Parliament Liaison Office shares the same building and runs similar small recruitment in citizen outreach and political coordination. The Staff Regulations apply a single national coefficient for Ireland, covering both Dublin and the Loughlinstown duty station. Working a concrete FG-IV step 1 example: basic gross of EUR 4,449.31 multiplied by 1.151 gives a corrected gross of EUR 5,121.16. After roughly 13.6% in pension and sickness contributions and progressive Community tax under Annex VII Article 4 of the Staff Regulations, the net base lands around EUR 3,580 per month before allowances. Adding the 16% expatriation allowance (EUR 712 on basic), a household allowance and a single dependent-child allowance brings a typical FG-IV expatriate package to EUR 4,400-4,900 net per month. Dublin housing will absorb a much larger share of that than Brussels, central rents have risen 30-40% since 2020 and a habitable two-bedroom in a reasonable commuter area typically requires EUR 2,200-2,800. Dublin's rental market is structurally tight and one of the worst supply-demand mismatches in the EU. Numbeo's Dublin data (https://www.numbeo.com/cost-of-living/in/Dublin) puts a one-bedroom city-centre apartment at EUR 1,900-2,500 per month and a three-bedroom at EUR 2,800-4,200. For Commission Representation staff at Dawson Street, central commuter neighbourhoods are Dublin 1 and 2 (north and south of the Liffey), Dublin 4 (Ballsbridge, Sandymount, Donnybrook) and Dublin 6 (Rathmines, Ranelagh). Dublin 4 is the long-established embassy and Commission-staff district: leafy, central, well-served by DART, EUR 2,000-2,700 for one-bedrooms and EUR 3,000-4,500 for three-bedrooms. Dublin 6 (Rathmines, Ranelagh, Rathgar) is family-friendly with good schools and a 15-25 minute commute by Luas Green Line: EUR 1,800-2,400 for one-bedrooms, EUR 2,800-4,000 for three-bedrooms. For Eurofound staff in Loughlinstown, the obvious commuter clusters are the southern coastal suburbs: Dún Laoghaire, Killiney, Shankill and Bray (the latter just over the Wicklow border). Dún Laoghaire is the most-used: a 25-minute DART ride or 15-minute car commute to Wyattville Park, EUR 1,500-2,100 for one-bedrooms and EUR 2,200-3,200 for three-bedrooms. Bray and Greystones offer better value (EUR 1,300-1,800 / EUR 1,900-2,800) but extend the commute to 35-50 minutes. Most Eurofound staff drive.
Dublin does not host a Type-I European School. EU staff with school-age children use one of the accredited international or independent schools with the Article 3 education allowance covering most fees. St Kilian's German School in Clonskeagh (Dublin 14) offers the German curriculum through to Abitur and is popular with EU-staff families given the dual-language European profile. Lycée Français d'Irlande in Foxrock (Dublin 18) runs the French national curriculum through to baccalauréat and is convenient for Eurofound staff in the southern suburbs. The Sutton Park School and Nord Anglia International School Dublin offer English-medium international options. Irish state schools are free, of generally good quality and operate in English (with Irish as a mandatory second language); they are a realistic option for many EU-staff families. Gaelscoileanna (Irish-medium schools) are a niche but well-regarded alternative. Languages: English is the working language across the Commission Representation, Eurofound and the European Parliament Liaison Office, so day-to-day work and administrative life are linguistically frictionless, Dublin is one of the easiest EU duty stations for non-multilingual staff. The Irish language has constitutional status but is not operationally required.
Eurofound runs continuous recruitment across research officer (AD6-AD9), senior research manager (AD9-AD11), survey methodologist and contract-agent profiles. Hiring has been steady-to-up in industrial relations monitoring, just-transition research, the platform economy, gender equality at work and the implementation of the EU Pay Transparency Directive. Typical advertised grades cluster between AD6 and AD9 for permanent research posts, requiring a Masters or PhD in social sciences, economics, sociology, industrial relations or related fields plus 5-10 years of post-qualification experience for AD8+. FG-IV contract-agent calls in research support, communications and IT appear several times a year. The European Commission Representation runs episodic Local Agent recruitment in press, communications, citizen information and administrative support, requiring Irish residency and work authorisation. Seconded official posts from Brussels (DG COMM and other DGs) appear periodically on multi-year rotations.
