Three realistic entry surfaces: (1) paid traineeships, such as the Blue Book at the European Commission, Schuman at the Council and Parliament, ECB, EIB, Court of Justice, Court of Auditors, EEAS, and most agencies; (2) entry-level AD5 Administrator competitions run by EPSO for university graduates; (3) Contract Agent function groups FG-I to FG-III via CAST Permanent for less-experienced applicants. AD5 is the standard fresh-graduate generalist competition.
Not for AD5 generalist competitions or for most traineeships. These are designed for recent or final-year university graduates. Traineeships at the ECB, EIB, Court of Justice, Council and Commission all explicitly target candidates within 12 months of completing their degree (some allow longer). AD5 has no minimum experience requirement.
A Blue Book traineeship pays around EUR 1,420/month tax-free stipend in Brussels or Luxembourg. ECB traineeships pay around EUR 1,170/month. AD5 entry-level Administrator basic salary is EUR 4,917 to 5,565/month gross (plus 16% expatriation allowance and household allowances if eligible). FG-II / FG-III Contract Agent salaries range from EUR 2,300 to EUR 4,800/month depending on grade and step.
For most programmes yes. The Blue Book, Schuman, Court of Justice traineeships, AD5 competitions and AST Contract Agent posts at the central institutions all require EU citizenship. ECB and EIB are open to EU candidate-country citizens too. Some research and specialist programmes at the JRC and a few agencies accept non-EU graduates.
Traineeships are the fastest route: apply by August for an October start, or by January for a March start. AD5 competitions are slower: a full EPSO cycle from notice to reserve list takes 9 to 12 months, then recruitment from the reserve list is institution-dependent. Many graduates do a traineeship first and apply for AD5 or Contract Agent roles during or after.

Luxembourg (CJEU, Court of Auditors, EIB, OP), Frankfurt (ECB, AMLA, EBA), Paris (ESMA, EBA), The Hague (Europol), Amsterdam (EMA), Warsaw (Frontex), Stockholm (ECDC), Athens (ENISA), Vienna (FRA), Helsinki (ECHA), Alicante (EUIPO), Parma (EFSA), Prague (EUSPA), and many other cities all run traineeship and entry-level recruitment.
Two EU official languages with the first at C1 and the second at B2 minimum. English is sufficient as a working language across most institutions; French and German are useful but rarely required at the application stage. Some specialised programmes (Council Schuman, Court of Justice) value French more strongly because of working-language traditions.
